Speakers and Discussion Facilitators:
Shelby Keiser, M.S. is a nationally recognized expert in Americans with Disabilities Act (ADA) compliance and accommodations with over 20 years experience in federal disability law compliance. As President of Keiser Consulting, she helps testing, licensing and certification agencies, businesses and higher education develop ADA policies and procedures to ensure acceptable and cost-effective conformance with federal disability requirements. Ms. Keiser also assists organizations in evaluating disability accommodation requests and disability discrimination claims to facilitate consistent, legally defensible decisions. She is recognized for her skill in developing and implementing reasonable and cost-effective accommodations and in resolving disability related complaints.
Janet Duffy Carson, JD has focused her professional activities for almost 30 years on legal issues related to professional evaluation, certification, and licensure. She serves as legal counsel for the United States Medical Licensing Examination program, a position she has held since the implementation of that program in 1992. From 1981 until her retirement in 2004, Mrs. Carson was a member of the staff of the National Board of Medical Examiners and held positions as its General Counsel, Director of the Office of Legal Affairs and Examination Security, and Corporate Secretary. Mrs. Carson has published many papers and made numerous presentations, and provides consulting services, on topics related to testing and credentialing, with particular emphasis on examination security, cheating and other irregular behavior, and the Americans with Disabilities Act, as amended. Mrs. Carson graduated from Pennsylvania State University (B.A., Phi Beta Kappa) and Villanova University School of Law (J.D.), where she served as Managing Editor of the Law Review.
